献礼世界遗产大会福建土楼（南靖）保护与活化利用国际建筑设计竞赛实施方案

2008 年，“六群四楼”共 46 座福建土楼被列入联合国世界文化遗产名录，仅占土楼总数的 1.5%，尚存有大量的非世遗土楼需要保护和活化利用。

为贯彻落实党中央提出的乡村振兴战略，中央、省、市有关历史文化名村、传统村落保护发展文件精神，遵循“产业兴旺、生态宜居、乡风文明、治理有效、生活富裕”的发展目标，值此第四十四届世界遗产大会在福建召开之际，南靖县特举办“献礼世界遗产大会——福建土楼（南靖）保护与活化利用国际建筑设计竞赛”，目的是对南靖县乡村现存的旧危、空壳化的土楼进行全面普查并建立大数据，开创南靖土楼保护与开发的新局面。

竞赛成果将成为南靖土楼全域旅游发展的新亮点，使其成为南靖土楼文化继往开来的新名片，为福建文化遗产保护发展事业添砖加瓦。

06/ 竞赛要求

1、土楼改造必须符合当代人的生活方式及审美要求，按照改造功能的需求，保护优先，尽可能保留及修复改造土楼的现有主体结构，尊重土楼历史留存的生活印痕及审美价值。

2、土楼改造应充分考虑周边建筑、环境的协调性、气候特点、水文地质、自然资源条件，因地制宜。

3、改造设计满足土楼文化的创造性继承与发展，材料使用不局限于传统地方材料，鼓励材料的创新运用，在经济可行、技术安全可实施的前提下，具有一定的前瞻性。

4、改造设计竞赛成果符合目前绿色低碳发展的要求。

09/参赛须知

1、本次竞赛不收取报名费用；

2、本竞赛采取国内外建筑师、设计院校师生及设计机构自由报名、公开竞赛的方式。以个人或小组形式参赛的，每组成员不超过 4 人，小组参赛请指定负责人。

3、竞赛成果（包括图纸及相关文件）一律以电子文档的形式提交，提交截止日期为 2021 年 7 月 5 日，竞赛组委会不接收任何纸质作品。

4、竞赛组委会将对所有参赛作品进行统一制作，由专家进行评审。

10/作品提交要求

1、邮件请标注“南靖土楼竞赛++ 楼名”字样。

2、竞赛语言：中英文均可。

3、邮件请标注“南靖土楼竞赛++ 草案++ 楼名”字样。

4、最终提交作品规格：3 张 A1（841mmx594mm）竖向版面排版，文件格式为 JPEG，分辨率不小于 300dpi。

5、内容要求：能充分表达改造设计意图的总平面图、建筑平、立、剖面图、透视图若干（至少有一张主要的室内透视图）、必要的技术分析图、特殊节点图解等，比例不限，设计说明 300-500 字左右组合于图版内。

11/参赛规则

1、所有参赛小组或个人同意并遵守本竞赛通知的内容及规则。

2、提交的图纸中不得出现任何有关作者姓名及所在单位相关的特殊意义的文字或图案，不符合规定的将被取消参赛资格。

3、参赛者拥有参赛作品的署名权，竞赛组织者与出资单位有权行使参赛作品署名权以外的其他版权权利。

4、参加过其他竞赛的作品，或使用他人曾经在公开场合发表过的创意作品不允许参加竞赛。

12/评分机制及评审标准内容

1、评分机制

竞赛总分为 100 分制。

2、评审标准内容

建筑学：基本原则为“低成本、低介入、可实施”，改造手法为保护性活化利用；竞赛成果体现土楼文化的进化，符合时代的审美趋势；材料使用的在地性与创新性；与环境关系的协调性；设计功能的后期可改造适应性；后期运营思路的创新性；因地制宜的绿色环保设计及使用的经济性等；

社会人文：土楼文化的动态传承及功能对满足当代生活方式的回应；设计的美学品质；周边社会环境的影响等。

设计拓展：设计成果的经济性、可实施性；功能的实用性满足及创新；对未来运营功能的可拓展性考量。

Implementation Plan for International Architectural Design Competition for the Protection, Activation and Utilization of Fujian Tulou (Nanjing) as a Tribute to the Session of the World Heritage Committee

In 2008, 46 Fujian Tulou (earthen buildings) in “six clusters and four compounds” were included in the United Nations World Cultural Heritage List. However, they account for only 1.5% of the total number of Tulou. There are still a large number of Tulou not on the United Nations World Cultural Heritage List but also need to be protection, activation and utilization.

To implement the rural revitalization strategy put forward by the CPC Central Committee, to follow the central, provincial and municipal documents on the protection and development of famous historical and cultural villages and traditional villages, as well as to pursue the development goals of “prosperous industries, ecological livability, civilized rural customs, effective governance and affluent life”, Nanjing County holds the “International Architectural Design Competition for the Protection, Activation and Utilization of Fujian Tulou (Nanjing) as a Tribute to the Session of the World Heritage Committee”.

The competition outcomes will become a new highlight of tourism development in Nanjing Tulou, creating a new business card for Nanjing Tulou culture, and contributing to the protection and development of Fujian cultural heritage sites.

II. Purpose of Competition

Innovative protection, development and comprehensive utilization of Fujian Tulou historical buildings to promote the revitalization of rural economy and industries in areas around the Tulou demonstration zone.

III. Duration of Competition

Registration Period: April 28 to May 20, 2021

Cut-off Date for Submission of Works: July 5, 2021

Awards and Display of Design Outcomes: July 15, 2021

IV. Participants

Individual architects, design teams, architectural design institutions, teachers and students of design colleges, etc.

V. Awards (all prizes are tax-inclusive)

One (1) grand prize: 300,000 CNY + honorary certificate

Two (2) first prizes: 200,000 CNY + honorary certificate

Three (3) second prizes: 100,000 CNY + honorary certificate

Four (4) third prizes: 50,000 CNY + honorary certificate

Twenty (20) excellence awards: Certificate of honor

Note: Designs that won the third prize or above may be implemented.

VI. Requirements of Competition

1. The renovation of Tulou must conform to contemporary people’s lifestyle and aesthetic requirements. Priority should be given to protection in renovating Tulou’s functions. The existing main structure of Tulou should be preserved and restored as much as possible. The life marks and aesthetic values left in the history of Tulou should be respected.

2. The renovation of Tulou should fully consider the harmony of surrounding buildings and environments, climate characteristics, hydrogeology and natural resources, as well as take into account local conditions.

3. The renovation design should meet the creative inheritance and development of Tulou culture. The materials to be used are not limited to traditional and local materials. The innovative use of materials is encouraged, on the premise of economic feasibility, technical safety, and certain forward-looking features.

4. The renovation designs shall follow the current requirements of green and low-carbon development.

IX. Entry Instructions

1. There is no registration fee for this competition;

3. This competition adopts the model of free registration and open competition for architects, teachers and students of design colleges and design institutions at home and abroad. Each design team shall include no more than four (4) members, and designate a person in charge.

4. All designs (including drawings and related documents) shall be submitted in electronic form, and the cut-off date for submission is July 5, 2021. The Competition Organizing Committee will not accept any printed works.

5. The Competition Organizing Committee will print all the entered works in a uniform manner and have them reviewed by the expert panel.

6. Since the functions of target Tulou are different, the competition-related questions will be answered by e-mail to registration e-mail addresses, and then published in the “Competition Registration” column of the “Window of Nanjing”.

X. Requirements for Submission of Works

3. Languages Used in Competition: Chinese and English.

5. Specifications of the finally submitted works: 3 A1 (841mmx594mm) in vertical layout, JPEG file format, at least 300dpi of resolution.

6. Content requirements: General plan, horizontal, vertical and sectional drawings of buildings, several perspective views (at least one main indoor perspective view), necessary technical analysis drawings, special node diagrams, etc., which can fully express the design intent of renovation design, are not limited in scale, and the design description should be about 300-500 words integrated in the drawings.

7. After the announcement of competition results, all the winners will be required to provide the design source files (including CAD drawing files, 3D model files, original renderings files) of their design works.

XI. Entry Rules

1. All participating teams or individuals shall agree and abide by the contents and rules of this competition notice.

2. The submitted drawings shall not contain any words or patterns of special significance related to the author’s name and the organization he/she belongs. Those that do not meet the requirements will be disqualified.

3. Participants have the right of authorship, and the competition organizers and investors have the right to exercise copyright rights other than the right of authorship.

4. Works that have participated in other competitions, or creative works that others have published, are not allowed to participate in the competition.

The total score is 100 points.

Architecture: The basic principle is “low cost, low intervention and implementability”, and the renovation method is protective activation and utilization. The design shall reflect the evolution of Tulou culture and conform to the aesthetic trend of the times. Locality and innovation in use of materials. Harmony with the environment. The designed functions can be reformed and adapted in the later stage. Innovation of later operation ideas. Green & environmental protection design in line with local conditions, and economy of use.

Social and Humanities: The dynamic inheritance of Tulou culture and the functional response to contemporary lifestyle. Aesthetic quality of design. The impact on surrounding environments and the socienty.

Design Expansion: the economy and implementability of design outcomes. Practicality and innovation of functions. The expandability of future operation functions.
