ProMedica Headquarters is an adaptive re-use of two buildings: an historic, Daniel Burnham-designed steam plant as well as a Brutalist bank building, both of which are sited adjacent to Promenade Park on the Maumee River , at the heart of downtown Toledo, Ohio. The buildings combine to become the headquarters for ProMedica , a not-for-profit healthcare organization with a mission to improve community health and well-being.

HKS’ design for ProMedica Headquarters will transform downtown Toledo, welcoming employees and the community to the riverfront, drawn by a design that celebrates its site and city. In addition to corporate office space, the headquarters building will include a 5,500 – square foot YMCA on the lower level, and two restaurants on the ground floor. Adjacent to the headquarters, the newly updated Promenade Park, part of the HKS-designed master plan for the Toledo waterfront, includes new landscaping, a variety of spaces to host public concerts and festivals, and new public art installations. A new parking garage dedicated to headquarters employees on the south side of the park features retail space on its Summit Street façade, and a large screen for public film screenings or concert projections on its north facade.

Toledo, Ohio was incorporated in 1836, near the mouth of the Maumee River, which flows into Lake Erie. In addition to being the largest watershed feeding the Great Lakes, the Maumee River is the historic spine of its Midwestern city, which has been home to industrial giants including Libbey Glass, Jeep and Champion Sparkplug. Similar to other rustbelt cities, when manufacturing plants and corporations relocated away from downtown, the city suffered. The Toledo waterfront struggled to remain relevant to its citizens, who opted to live and work in the suburbs.

The steam plant was constructed in 1896 under the direction of renowned architect Daniel Burnham, chief architect of the 1893 Chicago World’s Fair. The building served as a power plant until 1930, when it was converted to a steam plant to supply steam heat to downtown buildings. It was shuttered in 1985. The former KeyBank building was built in 1981 to serve as the headquarters of the Toledo Trust Company. The building was part of a 1970’s plan to revitalize the downtown area, which hinged on construction of a state office tower and 36-story world headquarters for Owens-Illinois. In 2005, O-I vacated the tower, moving its headquarters from Toledo to a suburb, Perrysburg, where it remains today.

Immediately north of the KeyBank and steam plant building, Portside festival marketplace opened its doors to 50 shops and restaurants in 1984. The project was hailed as the anchor for downtown redevelopment, and saw initial success including weekly “Party in the Park” events in Promenade Park, bringing thousands of Toledoans downtown to celebrate on Friday afternoons. Because the public’s interest in traveling downtown on weekdays or winter months never materialized, and the mall shuttered in 1990. The building stood vacant seven years, then reopened in 1997 as COSI Toledo, which operated until 2007. In 2009, the project re-opened again as Imagination Station, a children’s museum, which is still in operation today.

ProMedica is a locally owned, nonprofit healthcare organization serving northwest Ohio and southeast Michigan. In 2017, ProMedica was named #42 on Forbes’ Best Places to Work list, the second-highest rank of all Ohio employers. Established in 1986, ProMedica’s real estate strategy focused on clinical facilities as they grew, housing administrative staff in multiple locations across the greater Toledo area. In many cases, ProMedica administrators occupied existing spaces equipped with the prior tenant’s furniture and layout. Thus, administrative departments worked in isolation from one another, and were disconnected from the hospitals and care providers they supported. To create a more effective workplace for administrative employees and reduce overhead operating expenses, ProMedica decided to build a single, unified administrative headquarters. Because ProMedica sees its success rooted in its community, it decided to move from its existing headquarters building in west Toledo, and build a new headquarters on the Toledo waterfront. From the perspectives of health, urban planning and regional economy, ProMedica committed itself to Toledo by building at the city’s core.

ProMedica’s move represents the largest influx of jobs into downtown Toledo in decades. Building on this, HKS adapted a design approach that would demonstrate ProMedica’s commitment to Toledo’s community health, connect the company in a more transparent way to its city by celebrating the site’s heritage and history. As the historic steam plant powered its city, a fresh vision for two existing buildings will energize the city’s waterfront with new life. HKS’ design transformed the historic power plant into a modern workplace, and infused the existing KeyBank building with fresh workplace thinking for a contemporary workforce. Adjacent to the headquarters, the newly renovated Promenade Park, part of the HKS-designed master plan, will host civic events and initiatives aimed at sparking community health and well-being. On every day of the year, the public has access to Promenade Park. While some of ProMedica’s employees were excited by the idea of working in an urban landscape, the company faced resistance to a downtown move from others. For a city without a robust public transportation network, dedicated parking was an issue. To find a way to create many uses for the dedicated parking structure, designers envisioned the north façade of the garage as a giant projection screen, where public movie showings or concerts underway in Promenade Park could be displayed. At the base of the parking garage, along the Summit Street sidewalk, designers placed retail storefronts to activate the sidewalk.

In a very dramatic and intentional way, the new ProMedica Headquarters campus, through materiality, articulation, and dynamic public and landscaped spaces, integrates both existing and new buildings of varied architectural character, programmatic function, and historical relevance. The new campus celebrates and restores the spirit of the industrial character of the Daniel Burnham Steam Plant building and the brutalist geometry and solidity of the KeyBank building with dramatic landscapes and articulated modern architecture that complements the scale of the existing while creating dramatic gestures towards the landscape and waterfront. The campus represents an architectural timeline of the development of the Toledo waterfront.

蒸汽厂 | The Steam Plant

The new contemporary addition uses a deliberately minimal palette of materials to create a building which celebrates spaces and views as much as it does a commitment to landmark architecture. In keeping with Daniel Burnham’s use of light, volume, and architectures’ connection to and need of open space and landscapes, the expansion creates a dramatic “window” towards the Maumee and Promenade Park without overpowering the existing structure. As Burnham made a masterful use of the materials and methods of his time, the expanded Steam Plant complex spans the classical and contemporary in a cohesive and complimentary way reflective of the commitment to excellence in architecture. Solid volumes at the east and west ends of the expansion incorporate terracotta as transitional materials to Burnham’s masonry in scale and material and are seamlessly integrated with glass and metal areas by horizontally projecting canopies, overhangs, and brows.

停车场 | The Depot Parking Garage

The garage cladding material, openness, and geometry responds to the varying context and provides a visual journey from the buildings along Summit Street, the new sloping parkland, the promenade along the waterfront, and the Maumee River. The Summit street façade incorporates masonry to transition and compliment the adjacent Fort Industry Square materiality and scale, but introduces contemporary detailing and panelization of the masonry, framed in stainless steel, which picks up the modules of the park façade which transition to a stainless steel mesh. Horizontal and vertical brow and fin elements frame the facades and visually continue the overall expression of the building from one frontage to the next. The vertical core becomes a transitional element, aligned with the edge of a subgrade parking structure in the park, in the journey around the building, terminate both the projected frame and meshed area of the garage. The cladding from the core towards the waterfront is changed to a varied perforated vertical fin that controls and accentuates views and mimics the waves and movement of the water. The density of the fins on the waterfront façade reduces to take advantage and promote the connection and openness (both visual and physical) of the view. Coloration of the major façade elements relates to both the masonry of Fort Industry Square and The Steam Plant and becomes the unifying element of the building.

健康的工作场所 | Fostering Workplace Well-being

In our interior design, HKS sought to embody ProMedica’s vision, mission and values. The company’s commitment to health and well-being extends from the community into the design of their office space. The move from multiple disparate suburban locations to a single downtown headquarters was a cultural transformation for ProMedica. ProMedica’s president and CEO, Randy Oostra, wanted to bring the company’s administrative teams together to foster sense of internal community and collaboration. To that end, HKS’s design sought to nurture ProMedica’s culture. The design concept was focused on promoting employee health and well-being, in keeping with ProMedica’s stance as an employer who cares for its community. To set the stage for a congenial, familial work culture, designers devoted large parcels of interior space for people to gather and convene. The headquarters adopted an open plan environment to increase collaboration and create a nimble real estate strategy, enabling the company to adapt to team changes over time. Both offices and work stations in the headquarters are a universal size, maximizing flexibility and efficiency as they promote an egalitarian culture.

To break the open plan environment into human scale environments, designers created interior “neighborhoods” to mitigate the visual distractions and noise of unimpeded interior floor plans. The scale of approximately 20-employee groupings fosters a sense of ownership and community, and offers employees a variety of places to work ranging from work stations to teaming areas, as well as neighborhood-dedicated focus rooms. To offer employees real choice, workplace options are immediate and visible to all. To promote well-being, designers employed principles of biomimicry. One such move was creating a feeling of smaller scaled team-based communities rather than an expansive open plan cube farm. Additional biomimicry design strategies include connecting interior spaces to views of the landscape beyond, and employing natural materials native to the site. Every desk features a sit-to-stand work surface.

The headquarters sits along the Maumee River adjacent to Promenade Park, so employees have constant access to outdoor spaces, and can take walking meetings or eat lunch outside. The cafeteria spills out onto the Riverwalk, and employees can access a roof deck on the fourth floor. Closed meeting environments are available for more formal or private meetings, and areas of respite and retreat are available for people who need a place to focus without distraction. Designers considered all possible workflows to make working options intuitive and accessible to all. Gathering spaces in the headquarters highlight elements of hospitality and refreshment. Reclaimed wood adorns the atrium café, which also features pendant lighting that was saved and restored from the original Steam Plant building. The atrium can be transformed into event space after hours.
