Our approach to the design of the Memorial to the Victims of Communism is informed by two interrelated thematic narratives: one honouring the struggle of life under totalitarian regimes, the other celebrating Canada’s legacy as a land of refuge. This journey from oppression towards freedom forms the conceptual point of departure for the Memorial, acknowledging the complex connection between suffering and sanctuary, while foregrounding the role of hope as a catalyst for survival.
The Memorial itself is structured as a journey, one that parallels the process of escaping from oppression and seeking out a space of refuge. The use of light as a transformational element, in conjunction with a shifting series of highly emotive spatial conditions, gives material presence to this journey.
A white pine grove defines the edges of the gathering area, sheltering it and helping to cultivate a serene environment in which to reflect on the experience of the Memorial. The tower of light punctuates the sanctuary space and serves as strong focal point for ceremonial occasions. On the East side of the tower and pathway, a weathering steel retaining wall bears the names of 1000 people who represent the diverse population of refugees who escaped communist oppression and found refuge in Canada.
