意风区的挑战 The challenges faced by Italian Style Area
意风区始建于1902年,历史上作为意大利的租界,是天津最重要的历史街区之一。意风区位于主城区中心,靠近火车站,毗邻最繁华的几大商圈,交通便利,地理位置优越。区域内保留了各式的广场和历史名人故居,其历史遗迹保留的完整性在国内首屈一指,成为天津市一个重要的“城市门面”。每逢周末和节假日,便吸引来各地的旅游团和打卡拍照的游客,人流如织。但这样一个历史悠久、条件优越的街区,却因其地理位置和历史建筑的保护要求形成了其独特的挑战:1)区域与周边地块割裂,造成了区域内大量公共空间闲置;2)意风区内的建筑条件差异较大,大量建筑由于内部空置而现状破败;3)区域虽然已成为一个游客众多的旅游胜地,但因产权归属复杂,给景区的统一管理和运营带来很大的障碍。
Italian Style Area was founded in 1902 and has historically served as an Italian concession. It is one of the most important historical districts in Tianjin. It is located in the center of the main urban area, closed to the railway station and adjacent to several bustling commercial districts, with very good accessibility and superior location. Possessing different types of historic squares and numerous former residences of historical celebrities, the integrity of its historical heritage preservation is second to none in China, making it an important ‘urban facade’ of Tianjin. On weekends and holidays, here is crowded with a lot of tourist groups from all over the country to “check in ” and take photos. But such a well-located historic neighborhood confronted with its own development challenges due to its spatial environment and the historical building protection restrictions. Firstly, this area is separated from the surrounding urban districts, resulting in a large amount of idle public space. Secondly, the building conditions in Italian Style Area are vary greatly, and a large number of them are dilapidated due to vacancies. Thirdly, although Italian Style Area has already become a hot tourist destination, there are great difficulties on management of this site due to its intertwined property ownership.

2019年开始,BIAD-ASA筑景工作室接受委托对意风区进行深入的调研和分析,并针对意风区制定了一整套城市更新方案,希望通过设计引导的方式使意风区重新融入城市。

Since 2019, BIAD-ASA Studio has been commissioned to conduct in-depth research and analysis on Italian Style Area, and made a complete set of urban renewal plans for it. We hoped that this area can be integrated into the urban life again under our design guidance.

使意风区回归城市的尝试 An attempt to bring Italian Style Area integrate into the urban life
分层面恢复城市混合功能 Restore the mixed-use urban functions from multiple dimensions
规划层面,补充整个区域的公服配套设施用地,特别是文化和生活、交通设施用地,增强区域的服务功能;
建筑层面,考虑将一些普通建筑和文保等级较低(区级文保)建筑改变使用功能,在不改变区域主体建筑风格的条件下,使改造后的建筑具有足够的使用空间和展示面以符合现代城市的空间形式及功能要求;
文保层面,将文保建筑集中的区域重新梳理出中心历史风貌“十字”,保留“十字”周边花园洋房本来的院子和围墙,以“精细化”保护为主,所有的设计干预都以景观提升为主;

In the urban-planning dimension, we intend to provide more land to build public facilities in this area, especially for cultural, living, and transportation facilities, to enhance this area for its service functions;
In the architecture design dimension, we intend to change the functions of some ordinary buildings and the buildings with lower cultural preservation levels (district level cultural preservation), so that the renovated buildings can provide sufficient interior space and suitable display surfaces for the modern city as well as retaining its former architectural style.
In the cultural preservation dimension, we intend to reorganize the spatial structure of the centralized historic area to form the Central Historical “Cross”. Along this Central Historical “Cross”,the old courtyard and garden walls of houses will be well-retained. This urban design is mainly focused on “refined” protection and most of the interventions are landscape improvement.

“延伸文化流线”为城市提供“活博物馆” Extend the “Cultural Streamlines” to Provide a “Living Museum” for the city
利用历史文脉来提升区域活跃度,将整个区域变为一个活的历史博物馆区。利用设计的“十字”文化流线,将重要的历史建筑和名人故居联系起来,并在这个文化轴线中加入了大量新建的体验场所。
We intend to make use of the historical culture context to revitalize this area, to transform this area into a living historical museum. Our design provide the “Cross” cultural axes, to connect together the most important historical buildings and lots of former residences of celebrities.Also a large number of newly built experience venues are provide along those cultural axes.

植入“足够”的有效商业空间 Implant ‘sufficient’ modern commercial space
保持意风区长时间都有人流活动,就需要植入足够的有效商业空间。方案布置出一条长度约800米的C型商业动线贯穿整个项目。这条C型动线与“十字”轴线完全不重叠(如图)避开了保护级别较高的文保建筑,为区域增加了大量的可用商业面积,使区域的商业激活成为了可能。

To continuously maintain the vitality of Italian Style Area, it is necessary to implant sufficient and effective commercial spaces here. In our design, we arranged a C-shaped commercial motion line which is approximately 800 meters long to run through the entire project. This C-shaped motion line doesn’t overlap with the Central Historical “Cross” (as shown in the picture) and avoids high-level cultural heritage buildings. The fully consideration of the flow trends of people here, making it possible to revitalize this area with commerce.

“分期分区”公共空间和配套设施先行 Public spaces and accessory facilities are constructed first in the strategy of “by phases and zones”
我们根据产权及拆迁情况将项目分为三期实施:
We divided this project into three phases according to the different conditions of property ownership and demolition difficulties.

一期以公共空间提升和建筑立面改造为主,包含“十字”文化轴、马可波罗广场、规划馆前广场等公共空间,以及“十字”轴线沿街的建筑立面;二期为工人文化宫改造及新增商业建筑和沿街道路提升;三期为区域内其他建筑和空间的改造。
The job on the first phase is improving the quality of public spaces and the building facades, such as the “Cross” cultural axis, Marco Polo Square, and the front square of Urban Planning Exhibition Hall, as well as building facades along the “Cross” axis. The second phase involves the renovation of the Workers’ Cultural Palace and the construction of new commercial buildings, as well as the upgrading of thestreet besides. The third phase is the renovation of other buildings and spaces in this area.

项目实施 Project implementation
意风区于2020年开始第一期改造的正式施工,并于2021年5月正式开街。本轮改造通过对空间的整理和重塑,对区域内的公共空间、城市家具、路面铺装以及建筑立面进行了系统的提升改造,使区域得到了修复和活化利用。我们将重点集中在了最重要的三个公共空间——马可波罗广场、自由道和规划馆前广场,希望用“以点带面”的方式,将实施的效果最大化呈现,重新为片区注入活力。

The first phase of the construction in Italian Style Area began in 2020 and officially opened to the public in May 2021.In this phase, some public spaces, urban furniture, pavements, as well as the building facades have been renovated and upgraded, resulting in this area restored and revitalized. We have focused on the three most important public spaces – Marco Polo Square, Ziyou Road, and the front square of Urban Planning Exhibition Hall, hoping to maximize the implementation effect and inject vitality into the area through a “point to surface” approach.

“十字”中心广场——马可波罗广场: Center square of the “Cross”- Marco Polo Square
改造前的马可波罗广场承担交通环岛的功能,作为公共空间的属性不高,且核心地标胜利女神雕塑也与广场和“十字”街道联系较弱。我们取消了广场的交通功能,使之成为真正市民友好的步行空间,并在广场上增加了供人休息停留的场地,利用夜景照明进一步突出女神雕塑,使马可波罗广场再次成为 “十字”文化轴和意风区的文化与空间焦点。

Marco Polo Square was functioned as a transportation roundabout before the renovation, and was not used as a public space. Besides, the core landmark – the Sculpture of Goddess of Victory was not closely connected to the square or the “Cross” axis streets.In the renovation, we eliminate the transportation function of the square, making it a truly citizen friendly and walking-friendly space. We also added some spaces for people to rest and stay on the square. Furthermore, by utilizing night lighting, we highlighted the Sculpture of Goddess of Victory, making Marco Polo Square once again the cultural and spatial center on the “Cross” cultural axis and the Italian Style Area.

意式传统步行街——自由道: Traditional Italian styled pedestrian street — Ziyou Road
自由道是意风区商业基础较好的一条步行街,但作为 “十字”文化轴的东西轴线,整条街道缺乏统一的空间组织、风格杂乱,街道的文化氛围较弱,且缺少公共停留空间,商业形式也较为单一。我们对两侧的建筑进行了立面灯光改造,并结合现有店铺,对商业外摆进行了整合。通过丰富街道铺装形式、引入口袋公共空间、增加城市家具的方式对自由道进行了改造更新,同时增加商业棚亭以丰富街道的商业业态,整体打造意式传统步行街。

Ziyou Road is a pedestrian street with a fairly good basic commercial facilities in Italian Style Area. However, to be the east-west axis of the “Cross”, the entire street lacks effective spatial organization and has a chaotic style. The cultural atmosphere of the street is weak, and there is a lacking of stayable public space. The formality of commerce here is also relatively monotonous. In this construction phase, we rebuilt the lighting of the building facades on both sides of Ziyou Road, and reorganized the outdoor display area according to the form of the existing stores. By enriching the forms of street pavements, introducing pocket public spaces, and adding urban furniture, the Ziyou Road has been renovated and updated. At the same time, commercial sheds and pavilions have been added to enrich the commercial form of the street, creating an overall Traditional Italian styled pedestrian street.

全民共享活力广场——规划馆前广场: Citizen shared public square- The front square of the Urban Planning Exhibition Hall
在进行更新前,规划馆前广场是一片空旷的场地,主要作为会议及演出场地。设计考虑植入文化、休憩和商业功能,以重新激活场地活力。我们将海河造型融入镜面不锈钢制成的艺术雕塑,作为整个广场的核心,广场铺装则采用意风区城市肌理作为地雕元素,希望唤起人们对这个片区的最初记忆,四周设置的可移动花箱座椅可随广场的使用功能进行灵活调整。同时,我们希望将商业流线引入这个开放空间,打造一个特色市集,为意风区带来持久活力。

The front square of the Urban Planning Exhibition Hall was a large void site before renovation, mainly used as a venue for meetings and performances. Our design is intend to introduce cultural, recreational, and commercial functions on this site to reactivate the vitality here. We incorporates the shape of Haihe into an art sculpture made of mirror stainless steel on the square, serving as the core of the entire square. We also make use of the urban texture of Italian Style Area as a key element of ground carving. By those design elements, we intend to evoke people’s initial memory of this area. The movable seats with parterre setting around can be flexibly adjusted according to the square’s usage context. Furthermore, we intend to attract the commercial flow into this open space by creating a featured market, to maintain the vitality on Italian Style Area for a long time.

开街当天,现场人山人海,这次改造是意风区重新融入城市的一次有效尝试。
On the day of the street opening, there was a huge crowd of people on site, this renovation was an effective attempt to reintegrate the Italian Style Area into the city.
