The consumer services centre “Siberia” is an important landmark of Tyumen historic centre. The potential of the building is enormous. In the past this large-scale building used to provide valuable services for the community and people have been coming here for generations. However, for the past decade the building was not used effectively. Today the resources and efforts that have been invested in this space do not give proper dividends to the city. The space is occupied, the landmark is there, but there is no benefit for people, while the cost is significant. There is a need to reenvision this place due to the shortage of high-quality public spaces in this location and the loss of relevance of the building.
Today “Si Hall” is the centre of the social, business and cultural life of the district. The building has become open to the environment. The first floor has been converted into a light-permeable space. The back yard, which used to be a technical area, has turned into a lively pedestrian urban artery. The spaces inside have been filled with new cultural, office, and public locations.
The area in front of the building functions as a green square, planted with perennial trees and small structures. The dominant feature of the square is an orange pedestrian ramp, which allows direct access from the street to the exhibition space of «Si Hall», and from there to the terrace of the rear yard, intended for public urban events and exhibitions, as well as an open forum equipped for use as a summer cinema.
