The Central Contra Costa Sanitary District (CCCSD) was formed in 1946, and currently serves a 146 mile area of Contra Costa County, in Northern California.  Centrally located within the District, is the Collection System Operations (CSO) Department, responsible for the cleaning, maintenance, and repair of the District’s 1,500 miles of underground pipeline.

The original CSO Facility was constructed in 1956.  The 5.15 acre site, with a 70’ elevation change, is bounded by the I-680/24 Highway Interchange, the Bay Area Rapid Transit (BART) District, and by Springbrook Road, a public street leading to a residential area.  Overhead High Voltage transmission lines bisect the site east-to-west.

The facility includes Crew Operations, Warehousing, Administration, Training, and Lockers and Showers.  The Secure Site includes Vehicle Storage, Covered Material Bins and Loading Area, Yard Storage, Fueling Stations, and Training areas.  A separate, existing Vehicle Maintenance Facility shares the site. The original facilities no longer met the operational, spatial, and technological needs of the District and the CSO Department.  A new CSO Facility was designed to accommodate present and future operations and technology needs, improved site circulation, training facilities, site storage, and a Secondary Emergency Operations Center (EOC) for the District.

The new CSO Facility consolidates the Crews, Administration, and Warehousing in a single, two-story building, +/-24,249 sf.  Due to the topography of the site, the yard is divided into Lower, Middle, and Upper Yards; the new CSO Facility is nestled into the hillside separating the Lower and Middle Yards.  A central Second Floor Crew Room, which also serves as Training Rooms and EOC, with adjoining Kitchen, provides a gathering place for the Crews to plan and collaborate on their work daily work schedules, and opens onto the Middle Yard.  Adjacent to the Crew Room are separate Workrooms for the Construction and Cleaning Crews, and the Technical Services support areas.  Mud Rooms, Locker Rooms, and Showers are provided for the Crews returning at the end of the day.  Administration Offices and the Warehouse are located on the First Floor, and opens onto the Lower Yard.  Public Entry is situated mid-level between the two floors, due to the topography.

The CSO Facility utilizes a concrete slab with drilled pier and pad foundations, a 20’ high Tie-Back Retaining Wall to retain the hillside, and structural steel framing with concrete and metal decks.  Concrete Wall Panels envelope the Warehouse area.  Roofing is a reflective SBS Membrane Roofing, with Metal Sunshades; exterior cladding is Metal Siding, Curtainwall, and Concrete, to invoke the clean lines of the building. 

The CSO Facility includes High-Efficient HVAC Equipment, Hydronic Floor Heating and Low-Velocity Fan, Low-Flow Plumbing Fixtures, Site Stormwater Filtration through Pervious Pavement, Bio-Swales, and a Roof Garden.  Windows are abundant throughout, with exterior Sunshades, and an automated interior Shading System, to provide views and daylighting, and are complimented by Energy-Efficient Light Fixtures, with motion sensors.  Polished Concrete Floors and Recycled Countertops are used throughout the facility, and Low-emitting Materials on all interior finishes.
