Near the capital of Salzburg, in Seekirchen am Wallersee, the new District Administrative Authority of Salzburg Umgebung was opened in July 2023. The building is markedly different from other government buildings because it was built from wood, the central building material. Only the basement and ground floor had to be constructed with reinforced concrete due to the flood risk associated with the proximity to the Fischach. The BH Salzburg Umgebung was awarded the Best Architects Award 24 and was awarded klimaaktiv Gold at the end of 2023.The building's layout is clear and compact: Six alternating high cubes, arranged in an offset manner, rest on a rectangular pedestal measuring 35 x 80 meters. This interlocking design allows the BHSU to blend with the heterogeneous environment and aesthetically enhances it. The choice of building material contributes significantly to this: The upper three floors were constructed using mass timber construction. The simplicity of the grid allows the wood to be used efficiently as a building material, guaranteeing not only economic optimization but also the flexible use of the building. The wood for these six cubes comes from Salzburg and Tyrol and was transported to the new location in just 20 truckloads. In total, 993 cubic meters of wood were needed. During construction, special attention was paid to ensuring that the structure is not only durable but also recyclable. There are no irreparable wood composite systems with concrete. The individual components can be separated from each other in a recyclable manner. To ensure a long service life, the flexibility of the building has been optimized: All partition walls are flexible and can be adapted to the respective use. For easy renovation, the installations have been specially installed in the parapets.
The well-being of visitors and employees has been taken into account in the planning from the beginning. This resulted in a spatial concept that allows for easy orientation and short distances: On the ground floor are the front offices, meeting rooms, a large event hall (Flachgausaal), and the examination rooms. The central citizen service is separated from the spacious waiting room only by glazed surfaces, promoting transparency and understanding. The back offices and the office of the district captain are located on the three upper floors. A guiding principle was to make the materials and construction visible. Because the execution in visible quality conserves resources and makes the timber construction tangible and perceptible. Multifunctional central zones with kitchen islands and seating areas encourage social interaction among employees. Discretion is ensured, among other things, by a perforated wooden ceiling that is acoustically effective. Individual areas are divided by wooden louvre walls to allow for retreat. A lush green wall also creates a natural environment inside. This is supplied with water via a computer-controlled drip irrigation system and with light via LED spotlights (in addition to daylight). Other walls were covered with moss.
A park is being created at the end of the "office made of wood", in the center of which a work of art by Sofie Thorsen and Walter Kräutler has been erected. The template for the work called "( ).§" was a regional law, spatial planning: On the two almost white rectangles made of walkable Untersberger marble, one can recognize paragraph signs, commas, periods, and brackets. The letters have been omitted to remind us that laws need to be filled with life and discussed.
The heating is supplied by connecting to the district heating network of Seekirchen. The heat is mainly distributed via underfloor heating, and the heat registers of the ventilation systems are also supplied with heat. For cooling, deep boreholes in the parking area are used. In addition, a water-cooled refrigeration machine was installed to support in the summer. The cooling is introduced via the floor cooling as a changeover. Fan coils are also installed in the office and meeting rooms. The roof is continuously equipped with PV modules, as are the roofs of the parking spaces for cars, which in total supply 180 kWp.
