项目缘起
Project Origin
2015 年以来,随着以杨浦大桥为中心、西起秦皇岛路码头、东至定海路桥的 5.5 公里杨浦滨江南段的公共空间贯通工程的开展,沿线涉及的水上公安、武警、消防、出入境边防、海事、海关、市容环卫等各类公务码头及其封闭管理的陆域设施都需要搬迁并重新安置。在 2017 年开始的杨树浦六厂段(杨浦滨江南段公共空间五期二标段)的贯通项目中,计划将杨浦滨江的各类公务码头都集中到电站辅机厂东厂和上海制皂厂段的水域码头,并选址在平定路南端与安浦路交叉口西北角紧邻上海制皂厂的大定海雨水泵站北侧集中还建新的公务码头陆域基地用于安置各部门的办公与生活配套设施。但是由于该陆域永久基地的建设流程耗时较长,而水上武警及消防这两家单位又急需在陆域设立临时过度的办公和生活配套点,因此选址在杨浦滨江广德路中段(规划安浦路-阳浦路段)西侧,上海电站辅机厂西厂围墙内与辅助车间主厂房之间的夹缝用地,建设临时办公用房作为过渡期使用。
Since 2015, with the implementation of the south section of Yangpu waterfront public space connection project which centered around the Yangpu Bridge, extending west from Qinhuangdao Road wharf to east to Dinghai Road Bridge with a length of 5.5km, various civil service docks along the route including marine police, armed police, fire brigade, border control, maritime safety, customs, urban sanitation, and other closed management facilities on land need to be relocated and resettled.Starting in 2017, in the public space connection project of Six Factories Site in former Yangtszepoo industrial zone (bid package II of Yangpu waterfront public space south section phase V), plans have been made to consolidate various civil service docks along the Yangpu waterfront into wharfs at the east campus of Shanghai power station auxiliary equipment works and former Shanghai soap factory, and to select a site on the north side of the Dadinghai rainwater Pumping Station which close to Shanghai soap factory to construct a new civil service dock land base to accommodate office and supporting facilities for various departments.However, due to the long construction process of this permanent land base, urgent needs for temporary transitional offices and living facilities have arisen for the marine armed police and fire brigade units on land.Therefore, a temporary office building is being constructed in the gap between the western perimeter wall of the west campus of Shanghai power station auxiliary equipment works and the main plant of the auxiliary workshop of this factory west to the middle section of Guangde Road (planned Anpu Road – Yangpu Road section) for transitional use.

Site Conditions
广德路是夹在原电站辅机厂西厂和上海第九棉纺厂之间,从杨树浦路向南直抵黄浦江边广德路码头(原航道物流管理公司码头)的一条尽端道路,全长 375 米。该路 1908 年由公共租界当局规划时以印度德里命名为但里路(Delhi Road);1915 年始筑时改名广信路;1943 年以安徽广德改今名。按照杨浦滨江地区新的规划,广德路由南向北将被安浦路和阳浦路两条正在分段实施的规划道路穿越,安浦路以南已被截断融入六厂段的滨江绿地。剩余路段的西侧在原电站辅机厂西厂用地上规划有楔形绿带从杨树浦路引向滨江绿地。
Guangde Road is a 375m-long cul-de-sac that runs from Yangtszepoo Road southward to the Huangpu River, situated between the west campus of Shanghai power station auxiliary equipment works and Shanghai No.9 cotton mill. Originally planned by the authorities of the International Settlement in 1908 and named Delhi Road, it was later built and renamed Guangxin Road in 1915, and finally to Guangde Road in 1943. According to the new planning of the Yangpu waterfront area, Guangde Road will be intersected from south to north by two planned roads, Anpu Road and Yangpu Road, both of which are currently under segmented implementation. South of Anpu Road has been truncated and incorporated into the waterfront green space of the Six Factories Site section. On the west side of the remaining section, a green belt is planned on the site of the West campus of Shanghai power station auxiliary equipment works, extending from Yangtszepoo Road to the waterfront green space.

电站辅机厂西厂前身是建于 1950 年的慎昌洋行杨树浦路工厂西厂区,1952 年慎昌洋行杨树浦东西两厂合并为浦江机器厂,1953 年改为国营上海锅炉厂。1980 年该厂区成为电站辅机厂西厂,2018 年底正式彻底停产搬离。
The west campus of Shanghai power station auxiliary equipment works was originally established in 1950 as the west campus of Andersen Meyers & Co. Ltd. Yangtszepoo Factory. In 1952, the east and west campuses of Andersen Meyers & Co. Ltd. Yangtszepoo Factory were merged to form the Pujiang Machinery Factory, which was subsequently renamed as the state-owned Shanghai Boiler Factory in 1953. In 1980, this factory area became the West campus of Shanghai power station auxiliary equipment works. By the end of 2018, it ceased operations completely and was relocated.

临时用房项目开始时正值杨浦滨江新老版本控规的调整期。原控规中,位于西厂东半部、建于 1958 年上海锅炉厂时期 240 米长、130 米宽的巨大辅助车间不予保留全部拆除。而正在调整的新控规将保留安浦路以南的那一半辅助车间,安浦路以北的这一半辅助车间虽然规划要拆除,但是拆除时间未定。西厂围墙与待拆除的这段辅助车间东墙之间的 12 米空隙正好是规划的楔形绿带,由于实施期未定,所以被选为本项目的建设场地。
The temporary building project commenced during a period of adjustment between the old and new versions of the Yangpu waterfront regulatory planning. According to the original regulations, the massive auxiliary workshop, which was 240m long and 130m wide, located in the eastern half of the western campus and constructed during the Shanghai Boiler Factory era in 1958, would not be preserved and slated for complete demolition. However, the revised regulations currently under adjustment to retain the southern half of the auxiliary workshop south of Anpu Road, while the northern half north of Anpu Road is scheduled for demolition, although the timing for its demolition is yet to be determined. The 12m gap between the campus western perimeter wall and the eastern facade of the auxiliary workshop aligns perfectly with the planned green belt. Due to the indefinite timeline for implementation, this gap was chosen as the construction site for this project.

基地范围内有大小三栋现存建筑:北部较大的是单建于 1993 年的单跨混凝土双层框架结构的自行车库,层高 3 米左右;南部较小的是建于 1990 年的单层砖混结构的蒸汽表房和建造年代不详的单层混凝土框架结构的锅炉更衣室。另还有建筑之间、建筑和围墙之间的简易钢结构自行车停车棚。经过结构检测,确定自行车库可通过结构加固后继续改造利用,而蒸汽表房和锅炉更衣室结构安全状况较差,决定和简易车棚一起予以拆除。
Within the site boundary, there are three existing buildings of varying sizes: to the north is a relatively large bicycle garage built in 1993, featuring a two-story single span reinforced concrete frame structure with a storey height of approximately 3m; to the south is a relatively small steam meter house constructed in 1990, a single-story masonry-concrete structure, and an unspecified-year single-story boiler changing room built with a concrete frame structure. Additionally, there are simple steel structure bicycle parking sheds located between buildings and along the perimeter wall. After structural assessments, it was determined that the bicycle garage could be refurbished and repurposed following structural reinforcement. However, due to poor structural conditions, the steam meter house and boiler changing room, along with the packing sheds, will be demolished.

场地内分布有十二株经年高大乔木,分别为:自行车库西侧围墙外人行道上的两株悬铃木、自行车库南侧山墙外的一株栾树、场地南段紧贴围墙内的七株水杉、一株广玉兰和一株构树。我们希望全部予以保留,并能留给将来的楔形绿带。
The site is adorned with twelve mature tall trees, distributed as follows: two platanus trees on the sidewalk outside the western perimeter wall besides the bicycle garage, one goldenrain tree outside the southern gable wall of the bicycle garage, seven metasequoia trees, one southern magnolia tree and one ginkgo tree closely positioned along the southern section within the perimeter wall. We aim to preserve all of these trees intact to contribute to the future green belt development.

布局形态 Distribution and Formation
根据两家使用单位的基本要求,建筑由北向南分为三部分。北部拆除自行车库超出用地红线的最北端一开间,剩余十开间加固改造为两层宿舍楼,东侧为阳台,西侧为外廊,并在北山墙上增设了直跑疏散钢梯。中部和南端分别为新建的钢结构六开间办公楼和四开间服务楼。办公楼在西侧设外廊与宿舍楼联通,并在南端用东西向短廊连接办公楼和服务楼。服务楼底层为食堂,二层为多功能厅,都从该短廊进入,短廊二层与服务楼留有间隙,并通过小连桥相连。服务楼东面设有双层通高檐廊,其外侧平行设有连接二层短廊的直跑疏散钢梯。

Based on the requirements of the users, the building is divided into three parts from north to south. In the northern section, the northernmost end bay of the bicycle garage that exceeds the site’s red line will be demolished. The remaining ten bays will be reinforced and converted into a two-story dormitory building, with balconies on the east side and a covered corridor on the west side. A cascading steel staircase will be added to the north gable wall for emergency access. The middle and southern sections consist of two newly constructed steel structure buildings: an office building with six bays in the middle, and a service building with four bays at the southern end. The office building will have a covered corridor on the west side connecting it to the dormitory building, and a short corridor running east-west will connect the office building to the service building at the southern end. The ground floor of the service building will house a canteen, while the second floor will be a multifunctional hall. Access to both floors will be through the short corridor, which will have a gap on the second floor allowing for a small bridge connection to the service building. On the east side of the service building, there will be a double-height porch with a parallel evacuation steel staircase connecting to the second-floor corridor.

宿舍楼和办公楼之间围绕保留的栾树形成两层通高的主入口开放中庭,屋顶留洞让栾树穿出。由于办公楼层高大于宿舍楼,我们围绕栾树设置回旋三跑钢梯将一层和相互错层的两栋楼二层、以及宿舍楼屋顶天台连接起来,并将该屋顶天台作为武警和消防的出操训练场地。

Between the dormitory building and the office building, there is a two-story high open atrium surrounding a preserved goldenrain tree, with a roof opening allowing the tree to extend through. Since the office building has a greater story height than the dormitory building, we have installed a spiral steel staircase around the tree. This staircase connects the ground floor and staggered second floors of the two buildings, as well as the rooftop terrace of the dormitory building which serves as a training ground for armed police and fire brigade drills.

我们沿着办公楼东墙设置连续的镂空格构钢板二层露台,北端连接上屋顶天台的楼梯,南端通过服务楼东侧的疏散楼梯下到地面。该露台在办公楼每间窗前都为底层留出采光天井,并为其下覆盖的七株水杉留孔穿出,形成强化场地特征与潜力的林下露台空间。露台贴着保留的厂区围墙上方向街道挑出少许,成为这一临时设施面向城市的一种微妙姿态。露台下的钢柱与水杉树干伴随着透过格构钢板的点点光斑相映成趣,南侧疏散楼梯上也为保留的构树留出孔洞,这些都在规则的布局中接纳了场地的偶然性。
Along the eastern facade of the office building, we have installed a continuous second-floor perforated terrace with steel grating panel pavement. At the north end, stairs connect it to the rooftop terrace, while at the south end, evacuation stairs on the east side of the service building lead down to the ground. This terrace features light wells in front of each window of the office building for ground floor, with openings for seven metasequoia trees to extend through, enhancing character and potential of the site. The terrace extends slightly over the preserved factory perimeter wall facing the street, creating a subtle gesture of this temporary facility towards the city. Steel columns beneath the terrace and the trunks of metasequoia trees interact with dappled sunlight filtering through the perforated steel grating panel, creating a playful atmosphere. Openings are also left in the perforated plates on the south side evacuation stairs, accommodating the preserved ginkgo tree, all integrating the site’s serendipity within the structured layout.

材料构造 Materials and Tectonics
办公楼与服务楼同样采用西高东低的轻钢单坡屋顶,在高度上略有错开。坡屋顶在中庭上空通过坡向转折将东侧檐口向北抬升延展,而西侧檐口高度保持不变,并以东高西低的坡向覆盖住宿舍楼屋顶天台的最南端一跨,成为通过中庭上到天台的过度空间。新建部分的坡屋面采用银灰原色波纹镀铝锌钢板,在挑檐、外廊、中庭等气候非封闭区域,屋顶的内衬及保温隔热构造并不延伸出来,而是直接在梁格檩条上暴露波纹镀铝锌单板。新建部分的外墙也全部用原色波纹镀铝锌钢板包裹。
The office building and the service building both feature a western high and eastern low light steel single-slope roof, slightly staggered in height. The slope of the roof has a turning transition over the atrium, lifting and extending the eaves on the east side northward, while maintaining a consistent height on the west side, to cover the southernmost bay of the dormitory building’s rooftop terrace in an east-high and west-low fashion, creating a transitional space through the atrium up to the rooftop. The slope roofs of newly constructed buildings are clad in original silver-grey corrugated Al-Zn alloy coated steel sheet. In climate-exposed areas such as eaves, corridor, and the atrium, the roof’s inner lining and thermal insulation construction do not extend out, and the corrugated single sheets are directly exposed over the beam grid and purlin. The external walls of the newly constructed sections are also entirely wrapped in corrugated Al-Zn alloy coated steel sheets.

宿舍楼的围护墙体采用页岩砖砌筑,外表面不施粉刷直接滚涂白色涂料,以保留砖墙肌理。底层外廊西立面加了镂空花格砖墙。沿街的厂区围墙完整保留修缮并刷白,只在入口中庭对应处开了铁门,对外在该临时建筑存续期保持其厂区环境特征,对内与建筑一层之间形成内院空间。
The enclosure walls of the dormitory building are constructed with shale bricks, with the outer surface left unrendered and directly coated with white paint to preserve the texture of the masonry. The western facade of the ground floor corridor is adorned with perforated lattice brick walls. Along the street, the perimeter wall of the factory area has been fully preserved and painted white, with only an iron gate installed at the corresponding entrance atrium. This is to maintain the factory environment characteristics during the temporary existence of this building, creating an inner courtyard space within the building.

新建部分为量产廉价工业部品的直率构造与改造部分对于工厂普通构筑物特征的保存,形成了本项目回应场地特性的低调的内在张力。
The straightforward construction of the newly constructed sections with mass-producing inexpensive industrial components, alongside the preservation of banal factory building features in the renovated parts, creates a project that responds to the site’s characteristics with a subtle internal tension.

环境更替
Environmental Transition
因为在开始设计时西厂辅助车间北半部的拆除时间未定,我们特别希望这一由厂区空隙地带的场地再利用发展而来的临时建筑能够在存续期一直背靠辅助车间的超大尺度青砖界面而存在,成为杨树浦工业带更新转型其中的一处临时使用的小小注脚。但是在本项目开工后不久的 2020 年 5 月,随着西厂地块的加速收储,该临建背靠的辅助车间北半部被迅速拆除。所以在本项目于 2020 年 9 月建成投用后,其狭长的线形体量及其保存下来的建造物与树木等建成环境痕迹,一直是西厂已拆空的北半部厂区的边界提示。2023 年 1 月,随着杨浦滨江创智中心项目在西厂北半部场地上的开工,在新的公务码头陆域基地建成之前,我们还将看到这一临时建筑与杨树浦工业带的巨变的互动。随着周边项目的陆续完工,临时建筑预计在 2025 年中予以拆除。
Due to the uncertainty of the demolition timeline for the northern half of the auxiliary workshop at the outset of the design phase, we particularly hope that this temporary building, developed from the reuse of vacant industrial land interspace, could exist throughout its duration backed by the expansive scale grey brick interface of the auxiliary workshop. This project is intended to serve as a small footnote in the transformation and renewal of the Yangtszepoo Industrial Belt.However, shortly after the construction began in May 2020, the northern half of the auxiliary workshop, against which this temporary building would be backed, was swiftly demolished as part of accelerated land acquisition efforts for the West Campus site.Following the completion and commissioning of this project in September 2020, its elongated linear volume and the preserved remnants of construction and trees became a boundary marker within the emptied northern half of the West Campus site.By January 2023, with the commencement of the Knowledge and Innovation Center project on the northern half of the West Campus site, we would still witness the interaction of this temporary building with the dramatic changes unfolding in the Yangtszepoo Industrial Zone until the completion of the new civil service dock land base.As surrounding projects are gradually completed, the temporary building are expected to be demolished by mid-2025.
