随州市城市公共活动中心位于随州市城南新区，北临府河及白云大道，东临星光大道，南靠白鹤山，西侧为编钟音乐展示厅，背山面水，视野开阔，环境条件优越。规划总用地面积11.19公顷，总建筑面积107168平方米，其中地上建筑面积约79847平方米，地下建筑面积27321平方米。

The Suizhou Urban Public Activity Center Complex is located in the southern new district of Suizhou City, bordered by the Fuchuan River and Baiyun Avenue to the north, Xingguang Avenue to the east, Baihe Mountain to the south, and the Chime Bell Music Exhibition Hall to the west. Embraced by mountains and water, the site enjoys expansive views and excellent environmental conditions. The project covers a total site area of 11.19 hectares, with a gross floor area of 107,168 square meters, including approximately 79,847 square meters above ground and 27,321 square meters underground.

1.设计理念

Design Concept

随州市城市公共活动中心，不仅是城市文化的展示窗口，更是绿色发展的典范。秉承“行云流水·羽振随州”的设计理念，汲取荆山楚水的灵秀气韵，将随州的自然山水、人文历史与现代建筑技术完美融合，集文化、科技、艺术、休闲于一体，在建筑形态、空间体验和技术哲学三重维度实现在地性表达，打造出既承载随州历史文脉又彰显现代创新精神的公共文化地标。

The Complex serves not only as a cultural showcase for Suizhou but also as a model for green development. Guided by the concept of “Flowing Clouds and Soaring Wings”, the design draws inspiration from the landscapes of Jing Mountains and Chu Rivers, merging Suizhou’s natural scenery, cultural traditions, and modern building technologies. Integrating culture, technology, art, and leisure, the Complex embodies local identity through architectural form, spatial experience, and technical philosophy. It is envisioned as a cultural landmark that bridges Suizhou’s historical legacy and contemporary innovation.

1.1融于山水，打造视觉通廊

Integration with Nature: Creating a Visual Corridor

方案取荆楚营造传统，依山就势筑高台基座，东西两侧悬挑、退台，建筑主体充分后退，巧妙地将水体景观引入文化广场内部，形成了“悬浮”于“自然地形”之上的文化综合体。简洁而完整的形态，在白云大道形成整体的城市空间界面，实现了建筑与自然的和谐共生。

Inspired by traditional Chu construction techniques, the scheme builds a raised platform base following the terrain. Cantilevered and terraced forms on the east and west, together with a recessed main volume, draw the water landscape into the cultural plaza, creating the effect of a cultural complex “floating” above natural landforms. Its clean and unified form establishes a strong urban interface along Baiyun Avenue, achieving harmonious coexistence between architecture and nature.

1.2行云流水，彰显几何之美

Flowing Forms and Geometric Elegance

中央共享大厅作为建筑的核心枢纽，联系起其余所有的子功能板块。屋顶与立面的界限由流转变换的穿孔板表皮打破、融合，为城市水岸增添了一抹亮丽的色彩。精心设计的渐变穿孔率铝板幕墙系统，结合悬挑、退台等建筑语言，强化了形体的虚实对比关系，使建筑在完整的形体内增加了耐看的细节。

At the heart of the Complex, a central shared hall connects all functional zones. The boundary between roof and façade dissolves through a dynamic perforated metal skin, adding vibrancy to the city’s waterfront. The carefully designed curtain wall system, featuring aluminum panels with gradient perforations, combined with cantilevering and terracing, strengthens the contrast between solidity and transparency, enriching the overall simplicity with refined details.

1.3集约共享，共创多元文化

Shared Resources for a Multifunctional Hub

项目集图书馆、科技馆、美术馆、档案馆、城建档案馆、老年大学、妇女儿童活动中心、青少年活动中心于一体，共享建筑中部的大厅、报告厅、运动馆等设施设备，减少了重复建设，提高了使用舒适度与建设标准。

The Complex integrates a library, science and technology museum, art museum, archives, urban planning archives, university for the elderly, women and children’s activity center, and youth activity center. It shares the facilities and equipment such as the central hall, lecture hall, and gymnasium in the middle of the building, reducing repetitive construction and improving user comfort and overall building standards.

2.总体规划与空间布局

Master Plan and Spatial Layout

项目选址于随州城南片区的重要节点空间，是打造一河两岸的重要标志性建筑。总体规划以“两轴四区”为空间布局，即文化轴与共享轴，以及文化广场区、中心建筑区、室外运动区、后勤区。这一布局既体现了随州的文化特色，又满足了现代城市公共活动的多元化需求。

Situated at a key node in Suizhou’s southern district, the Complex is designed as a landmark within the “one river, two banks” urban development framework. The master plan adopts a “two axes, four zones” structure, composed of a cultural axis, a shared axis, and four functional zones: the cultural plaza, central building zone, outdoor sports zone, and logistics zone. This layout reflects Suizhou’s cultural identity while accommodating the diversified needs of modern public life.

3.1造型设计

Form and Expression

设计以“白云、波浪、银杏”为特色意象元素，构建建筑整体形态，以涢水的灵秀凝练为建筑肌理，通过现代建筑手法写意随州“自然”文化，将活动中心简洁、流动的形态完美嵌入到随州市的城市肌理之中，使建筑成为耀眼的城市地标。

The design incorporates the imagery of “clouds, waves, and ginkgo leaves” to define the architectural form. The texture of the Yun River is abstracted into the building’s surface, expressing Suizhou’s natural culture through contemporary techniques. The flowing and concise form is seamlessly embedded into the city’s fabric, establishing the Complex as a prominent urban landmark.

3.2功能组织

Functional Organization

建筑共有六层，分为地下车库及库房区、配套服务功能区和主体功能区。地下车库及库房区主要功能为配套停车库、设备用房等；配套服务功能区整合商业、会议展览等对外服务功能；主体功能区以主入口门厅为中心，划分为科技馆组团、综合活动中心组团和图书馆-档案馆组团，各功能组团既分且合，形成整体。

The building has six levels, organized into underground parking and storage, supporting service areas, and main functional zones. The underground parking and storage zone primarily accommodates parking garages, equipment rooms, and related facilities. The supporting service zone integrates commercial, conference, and exhibition functions to provide external services. The primary functional zone, centered around the main entrance hall, is divided into the Science and Technology Museum Cluster, the Comprehensive Activity Center Cluster, and the Library-Archives Cluster. These clusters are distinct yet interconnected, together forming a cohesive whole.

(1)科技馆组团：位于西侧，以共享中庭的垂直交通串联各层展区，流线清晰。

(2)综合活动中心组团：位于南侧中部，包括工人文化宫、老年人活动中心、青少年活动中心、妇女儿童活动中心等，二、三、六层分布共享空间，适应性强。

(3)图书馆—档案馆组团：位于东侧，融合档案馆与城建档案馆，图书馆采用大开间、一站式、自助化服务设施，构建24小时智能化图书馆。

(1)Science and Technology Museum Cluster: located on the western side, vertically connected by the shared atrium and clear circulation routes across exhibition levels.

(2)Comprehensive Activity Center Cluster: positioned at the central-southern part, consisting of the Workers’ Cultural Palace, Senior Citizens’ Center, Youth Center, and Women & Children’s Center. Shared spaces are distributed across the 2nd, 3rd, and 6th floors, offering strong adaptability.

(3)Library-Archives Cluster: situated on the eastern side, integrating both municipal and urban planning archives. The library features large-span layouts, one-stop and self-service facilities, and a 24-hour smart library system.

3.3交通接驳

Transportation and Accessibility

结合周边道路与总平面布局，项目采用各功能区分流的方式，设置四个车行出入口，合理组织各功能动线。车行流线与人行流线清晰简明，消防环道满足消防设计要求，确保人员疏散安全便捷。

Based on surrounding roads and the master plan, four vehicular entrances are arranged to distribute traffic among functional areas. Circulation for vehicles and pedestrians is clearly separated. A continuous fire lane meets safety codes, ensuring efficient evacuation and accessibility.

3.4景观植物 Landscape Design

景观设计强调空间与景观的交融渗透，以灌木、乔木为主要景观要素，辅以休息平台、长廊等，为使用者提供开阔的活动空间与观景平台，享受四周水景山色。

The landscape emphasizes the integration of space and nature. Planting strategies highlight shrubs and trees, supplemented by rest platforms and corridors, providing open activity areas and terraces with panoramic views of surrounding water and mountains.

4.绿色节能设计

Green and Energy-Efficient Strategies

项目致力于成为“绿色随州”的窗口，通过控制建筑朝向、优化内部空间与外部形体、选择节能材料与构造，以及运用自然采光通风、智能电动遮阳百叶、水循环利用、智能化控制等技术，实现节能节材，打造符合国家绿色三星标准的节能建筑。

The Complex aspires to serve as a showcase of “Green Suizhou”. Strategies include optimizing orientation, refining interior and exterior spatial design, and selecting sustainable materials. Passive design measures, such as natural lighting and ventilation, are complemented by active technologies, including automated shading systems, water recycling, and intelligent management systems. The project targets compliance with China’s Three-Star Green Building Standard.

Vision

“水流心不竞，云在意俱迟”，随州市城市公共活动中心的设计，既是对荆楚浪漫水文化“智者乐水”精神的现代转译，更是随州在传承与创新中振翅高飞的生动注脚。这座建筑以数字时代的匠心重释荆楚美学，既承载着庄重气韵，又流淌着诗意灵动，必将成为荆风楚韵与现代文明交响共鸣的文化地标，助力随州在传承与创新中振翅高飞。

“Water flows without haste, clouds drift with ease.” The Suizhou Urban Public Activity Center Complex reinterprets Chu’s romantic water culture and the philosophy of “the wise find joy in water.” It symbolizes Suizhou’s aspiration to soar through both heritage and innovation. Recasting Jingchu aesthetics through the lens of the digital era, the Complex embodies solemnity and poetic vitality. It is destined to become a cultural landmark where ancient Chu heritage and modern civilization resonate in harmony, propelling Suizhou toward a future of cultural vibrancy and innovation.
