引言
Introduction
设计团队基于宁溪所处的地理位置,解读它被赋予的意义和任务,梳理它在当代城市中的角色定位,统筹整合景观、水利、水生态、桥梁、灯光设计等多个专业团队,力求扭转河道萧条荒芜的现状,重聚人气。至此,以水为引,打造集自然、智慧、休闲、文化于一体的复合型滨水生态公园,同时也助力长春成为实现城市更新,华丽蝶变为蓝绿交织的生态城市,成为项目的设计关键所在。
The design team, based on Ningxi’s geographical location, interpreted its assigned significance and mission, clarified its role in the contemporary city, and coordinated multiple professional teams including landscape, water conservancy, aquatic ecology, bridge, and lighting design. The goal was to reverse the river’s desolate and barren state and revive its popularity. Thus, using water as a guiding element, the project creates a multi-functional waterfront ecological park integrating nature, smart technology, leisure, and culture. This also supports Changchun’s transformation into an ecological city interwoven with blue and green spaces, marking the key design focus of the project.

As a traditional industrial city, Changchun once bore the unmistakable “rust belt” stigma. With rapid economic development, urban ecological issues became increasingly prominent. Changchun Beihu New Area is the 17th national-level new area, with a relatively short construction history and excellent ecological foundation. As residents move in and industries develop, the city is actively exploring a green development transformation path. Among these efforts, the “Three Roads and Two Rivers” enhancement and renovation project in the core area of Changchun New Area is a key strategic layout in this transformation.

“三路两溪”项目选取了长春新区的北远达大街、龙湖大街、中科大街等三条城市级景观大道,及宁溪、明溪两大生活型河道集中改造;推动全区公园绿道串珠成链,促进路脉、水脉、绿脉共生繁荣。
The “Three Roads and Two Rivers” project focuses on upgrading three urban scenic avenues, namely, Beiyuanda Street, Longhu Street, and Zhongke Street, and two residential rivers, Ningxi and Mingxi. It promotes the connection of parks and greenways throughout the district, fostering the symbiotic prosperity of road networks, waterways, and green corridors.

宁溪西起北湖湿地公园,东至长春奥利匹克公园,全段约4.1公里,陆地面积约50.9公顷,周边以居住区及长春工业大学为主,是市民在日常生活中使用率极高的开放空间。宁溪坐拥良好生态基底与水系资源,却因其建设步伐明显滞后,缺乏与邻近地块(北湖公园、奥体公园)的有效联动与互补,致使整体空间活力不足。
Ningxi River starts from North Lake Wetland Park in the west and extends to Changchun Olympic Park in the east, spanning approximately 4.1 kilometers with a land area of about 50.9 hectares. The surrounding area is mainly residential and includes Changchun University of Technology, making it a highly frequented open space for residents’ daily life. Although Ningxi enjoys a good ecological foundation and water resources, its development lagged behind, lacking effective linkage and complementarity with adjacent areas (such as North Lake Park and Olympic Park), resulting in insufficient overall spatial vitality.

基于场地现状的提升模式,设计通过梳理河流水系、贯通环湖岸线,引入多样化绿地植被,同时打造多元慢行系,打通环湖的内部道路,串联各个服务节点和水上游线,景观构筑物等,依次逐步形成整体建构逻辑。
Based on the site’s current conditions, the design improves the river system by connecting the lakeside shoreline, introducing diverse green vegetation, and creating a multi-modal slow traffic system. Internal roads around the lake are opened up to link various service nodes, water routes, and landscape structures, gradually forming an integrated spatial logic.

作为此次城市更新的先导区,宁溪率先打造了文商旅共融、高承载力、高品质的城市活力水岸新客厅,以城市更新带动文旅发展,赋予宁溪河道新活力,共绘长春新区文旅新画卷。
As a pilot area for urban renewal, Ningxi first established a new urban vibrant waterfront “living room” that integrates culture, commerce, and tourism with high capacity and quality. This urban renewal drives cultural tourism development, injects new vitality into the Ningxi River, and jointly paints a new cultural tourism picture for Changchun New Area.

意境如画:水城共融的空间重塑
A Picturesque Vision: Spatial Reshaping of Water-City Integration
设计恢复宁溪自然河道形态及其周边的蓝带生态系统,重新构建人和自然、河流的联结,并通过此次城市更新的机会,将闲置的宁溪河,打造为对城市、环境及居民联结,不可或缺的“宁溪公园”,还河于民,赋予宁溪全新生命力。至此,宁溪正逐步成为一条链接人与自然共生、激发城市生命力的活力纽带。
The design restores Ningxi’s natural river form and its surrounding bluebelt ecosystem, reconstructing the connection between people, nature, and the river. Taking advantage of this urban renewal opportunity, the previously idle Ningxi River is transformed into the indispensable “Ningxi Park” that reconnects the city, environment, and residents, returning the river to the people and giving Ningxi new life. Thus, Ningxi is gradually becoming a vibrant link that connects humans and nature in symbiosis, stimulating urban vitality.

The project’s first step was to soften the hardscape and restore a healthy ecological system. It is a poetic transformation from rigidity to flexibility, from artificial to natural. The design gently and effectively invites ecological restoration. The original vertical stone embankments were removed, the riverbed was partially excavated to increase the water area, and the hard revetments were replaced with ecological embankments while ensuring flood safety.

在结合场地原有特征和周边用地情况的基础上,设计团队结合全龄市民活动多元需求,在这里引入了新的景观节点体验。3公里的滨水绿道,供人体验慢行道、游步道、亲水栈道等不同的游憩体验系统。
Based on the site’s original features and surrounding land use, the design team introduced new landscape nodes to meet the diverse activity needs of citizens of all ages. A 3-kilometer waterfront greenway offers various recreational experiences, including slow trails, promenades, and waterside boardwalks.

设计充分利用场地现状基础,对现有可利用园路进行更新的同时,新增滨水慢行步道,织补增建其间串联支路,从而形成连续贯通的道路系统,满足市民绿色低碳健康出行的慢行体验。
The design fully utilizes the existing site conditions by updating available park paths and adding new waterfront slow trails, weaving connecting branches to form a continuous and accessible road system that meets citizens’ needs for green, low-carbon, and healthy slow travel.

同时,植入周边奥体资源,打造全龄市民运动中心(球场运动、儿童乐园、中老年活动区等),为市民提供便利的运动活力体验。通过多元景观节点的设置,进一步补全城市功能,为全龄市民营造集公众休闲、交往游憩、自然科普、运动健身于一体的多元活力滨河空间。
At the same time, leveraging nearby Olympic resources, an all-age sports center was created (including ball courts, children’s playground, and senior activity areas), providing convenient and active recreational experiences for residents. Through the establishment of diverse landscape nodes, the project further completes urban functions, creating a multi-functional, vibrant riverside space that integrates public leisure, social interaction, nature education, and fitness for all ages.

Human-Environment Harmony: Creating Vibrant and Brilliant Scenes
在国家“十四五”文旅融合与城市更新战略框架下,一系列政策导向,为宁溪的改造锚定了方向:以河道生态修复为基底,以文旅运营为引擎,构建“水城共生”的可持续模式。同时依托“夜游经济”“文旅IP”等国家文旅消费创新政策,打造“光影水岸”“四季节庆”等业态,实现从“工业锈带”到“生态秀场”的转型,为老工业基地的绿色崛起提供实践样本。
Under the national “14th Five-Year Plan” framework for cultural tourism integration and urban renewal, a series of policy directions anchored Ningxi’s renovation: These emphasize ecological river restoration as the foundational element, cultural tourism development as the driving force, and the establishment of a sustainable “water-city symbiosis” model. Meanwhile, relying on national cultural tourism innovation policies such as “night tourism economy” and “cultural tourism IP,” the project creates business formats like “light and shadow waterfront” and “four-season festivals,” achieving a transformation from an “industrial rust belt” to an “ecological showcase.” This provides a practical example for the green rise of old industrial bases.

宁溪于2024年6月8日正式向公民开放,一经开放,就已经迅速成为了年轻人及家庭游的新选择。其日均客流量多达到五千人次,周末则是客流破万,期间不乏媒体报道,火速破圈。设计团队从接触这个项目之初,就不单单将其看做纯粹的市政河道景观设计,而是思考如何以文旅运营思维赋能宁溪,为公园后续运营提供源源不断的生命力,从而助力长春新区城市更新蝶变。
Ningxi officially opened to the public on June 8, 2024, quickly becoming a new choice for young people and families. Daily visitor numbers often reach 5,000, with weekends exceeding 10,000, attracting extensive media coverage and rapidly gaining popularity. From the project’s inception, the design team viewed it not merely as municipal river landscape design but as an opportunity to empower Ningxi with cultural tourism operation thinking, providing continuous vitality for the park’s future operation and supporting Changchun New Area’s urban renewal transformation.

强基底——文旅提质升级(游客承载力、基础设施配套)。设计团队以“运营推导设计”为原则,完善公园交通,丰富场地功能,提升基础配套设施与智慧设施,助力宁溪城市公园建设,打造一个文商旅共融的、高承载力、高品质的生活河岸公园,为后续公园运营提供良好基底。
Strong Foundation — Upgrading Cultural Tourism Quality (visitor capacity, and infrastructure support). Following the principle of “operation-driven design,” the team improved park transportation, enriched site functions, and enhanced basic and smart facilities, helping build Ningxi City Park as a high-capacity, high-quality urban park integrating culture, commerce, and tourism, laying a solid foundation for future park operations.

文旅宣传助力(品牌形象设计、IP打造)。借势北湖大生态、奥体强资源,深挖宁溪亲水特色,以小博大,极速破圈,推出“夜游宁溪”超级IP,塑造统一的、主题性的品牌形象,打造长春新区首个沉浸式夜游文化产品,重点依托长春冰雪资源,围绕宁溪水系资源,打造沉浸式游船夜游演绎、都市冰雪体验等创新性文旅产品和特色文旅活动。
Cultural Tourism Promotion (brand image design and IP creation). Leveraging the large ecological resources of North Lake and strong Olympic resources, the project deeply explores Ningxi’s waterside characteristics, achieving rapid breakthrough with a small scale by launching the “Night Tour Ningxi” super IP. This creates a unified, thematic brand image and develops Changchun New Area’s first immersive night cultural tourism product. Key features of innovative cultural tourism products and distinctive cultural tourism activities include immersive night boat tours and urban ice and snow experiences centered on Ningxi’s water system and Changchun’s ice and snow resources.

借力线上+线下多元平台宣传推广,进行城市营销;以点破局,提升长春城市文化形象,引导旅游消费升级。开发多样玩法,打造多彩主题游线,如乐活周末游、宁溪夜间游、康体休闲游等,打造最强的归属感的情感之河。
Using diverse online and offline platforms for promotion and city marketing, the project breaks through bottlenecks and enhances Changchun’s cultural image, guiding tourism consumption upgrades. Various gameplay styles and colorful themed routes are developed, such as “Leisure Weekend Tour,” “Ningxi Night Tour,” and “Health and Leisure Tour,” creating a deeply emotional “river of belonging.”

宁溪的改造始终以低碳环保为底色,在重塑水岸生态的同时,实现了经济、社会与生态效益的多维共振。如今,这条4.1公里的河道已蝶变为文商旅共融的“城市会客厅”,不仅成为长春新区的形象地标,更以“公园+商业+消费”的创新模式,吸引社会资本投入文旅配套及科技服务领域,为区域经济注入可持续动能。
Ningxi’s renovation consistently emphasizes low-carbon and environmental protection. While reshaping the waterfront ecology, it achieves multidimensional resonance among economic, social, and ecological benefits. Today, this 4.1-kilometer river has transformed into a cultural, commercial, and tourism-integrated “urban reception hall.” It not only serves as a landmark for Changchun New Area but also attracts social capital investment in cultural tourism facilities and technology services through an innovative “park + commerce + consumption” model, injecting sustainable momentum into the regional economy.

对城市而言,宁溪的蜕变是一场“软硬兼施”的升级实验。以“长春新区中央公园”为定位,不仅服务游客,更让周边居民享受15分钟生活圈的便利。如今,这条曾经的工业“锈带”,正以蓝绿交织的生态肌理、活力共生的场景矩阵,重新定义北方寒地城市的更新范式——在这里,每一寸岸线都是生态保护的答卷,每一次到访都是绿色生活的投票,宁溪的故事,已然成为长春向世界递交的“绿色发展宣言”。
For the city, Ningxi’s transformation is an “intangible and tangible” upgrade experiment. Positioned as “Changchun New Area Central Park,” it serves not only tourists but also provides surrounding residents with the convenience of a 15-minute living circle. Once an industrial “rust belt,” Ningxi now redefines the renewal model for northern cold-region cities with an ecological fabric interwoven with blue and green and a vibrant symbiotic scene matrix—where every inch of shoreline is a testament to ecological protection, and every visit is a vote for green living. Ningxi’s story has become Changchun’s “green development declaration” to the world.

生境和谐:生态和谐的栖息绿洲
Habitat Harmony: An Ecologically Harmonious Green Oasis
本项目秉承韧性城市建设理念,在保证水利安全前提,设计贯彻海绵城市建设理念,依托原有场地的河道景观,采取生态修复,面源治理,清淤疏浚等措施。
This project adheres to the resilient city construction concept, ensuring water conservancy safety while implementing sponge city principles. Based on the original river landscape, measures such as ecological restoration, non-point source pollution control, dredging, and desilting were adopted.

原河道泥沙淤积,水位变化较大,导致水质混浊,对区域生态平衡构成了潜在威胁,亟需采取有效措施进行综合治理与生态修复。在清淤的同时,进行河床重塑:在满足设计河底标高后,行船段全线再下挖0.25米,换填碎石,石层下铺设土工布。通过全线清淤及河道重塑,将河底恢复原有的自然形态,增加水流速度,提高通行能力,让河道更为稳定;同时也有利于植物的生长,形成河岸边草木茂盛的景观。为实现水体净化及游船体验,采取北湖公园调水,取水点避让生态保育区、重要景观带、行船区域。从湖中取水自流进泵站,一体化泵站提升湖水,通过压力管线输水,一部分在码头上游释放,同时再沿途易淤积处增设释放点。
The original river suffered from sediment accumulation and large water level fluctuations. This poses a potential threat to the regional ecological balance and urgently requires effective measures for comprehensive management and ecological restoration. While dredging, the riverbed was reshaped: after meeting the designed riverbed elevation, the entire navigable section was further excavated by 0.25 meters, replaced with gravel, and geotextile was laid beneath the stone layer. Through full dredging and riverbed reshaping, the riverbed’s natural form was restored, water flow speed increased, navigation capacity improved, and river stability enhanced. This also benefits plant growth, creating lush riverside vegetation. To purify water and support boat tours, water is drawn from North Lake Park, with intake points avoiding ecological conservation zones, key scenic areas, and navigation routes. Water flows from the lake to the pump station, which lifts the water through pressure pipelines. Some water is released upstream of the dock, with additional release points added at sediment-prone locations along the way.

因应海绵城市建设的要求,设计团队也对雨水径流进行收集和净化,减缓暴雨季雨水汇入河道的速度,增加生态草沟和雨水花园,通过绿地的沉淀和初步过滤,排入河道,改善场地生态功能。
In response to sponge city requirements, the design team also collects and purifies rainwater runoff, slowing the inflow of stormwater into the river during rainy seasons. Ecological swales and rain gardens are added to allow sedimentation and preliminary filtration before discharge into the river, improving the site’s ecological functions.

碳效营造:蓝绿交织的碳汇设计
Carbon Efficiency: Blue-Green Interwoven Carbon Sink Design
作为长春新区城市更新示范区,在“提升生态系统碳汇”的路径下,以基地作为载体,在有限的空间中实现最快且最大效益碳汇。为此,设计结合宁溪的现状基底,从项目设计阶段、施工阶段、运营阶段进行全生命周期的碳管理来实现碳减排效益,为实现场地自身“碳中和”提供有效途径,同时为生物多样性的保护、社区的可持续发展以及环境美学的提升做出贡献。
As a demonstration area for urban renewal in Changchun New Area, the project pursues “enhancing ecosystem carbon sinks.” Using the site as a carrier, it aims to achieve the fastest and greatest carbon sink benefits within a limited space. To this end, the design integrates Ningxi’s existing ecological foundation and implements full lifecycle carbon management during design, construction, and operation phases to achieve carbon reduction benefits. This provides an effective path toward the site’s own “carbon neutrality” while contributing to biodiversity protection, community sustainability, and environmental aesthetics.

再现场地肌理、改造记忆场所的设计策略充分利用了场地原始生态基底与现状材料,将公园的建造动土程度、生产资料投入、综合运营成本降到最低,有效控制了碳源量,提升了场地景观碳汇能力。通过保留场地80%原生绿地及乔木群落,并科学配置樟子松、五角枫、蒙古栎等适应性强、固碳效率高的本土树种,配合低维护的京桃、王族海棠等景观植被,构建出多层次的碳汇系统,显著提升了城市绿地的碳中和贡献率。
The design strategy for restoring site texture and memory makes full use of the original ecological base and existing materials, minimizing earthwork, material input, and comprehensive operational costs, effectively controlling carbon sources and enhancing the site’s landscape carbon sink capacity. By preserving 80% of the original green space and tree clusters, and scientifically planting native species with strong adaptability and high carbon fixation efficiency, such as pinus sylvestris, acer monoes, and Mongolian oaks, combined with low-maintenance ornamental plants like Beijing peach and malus royalty, a multi-layered carbon sink system is constructed, significantly improving the carbon neutrality contribution of urban green spaces.

经数据测算分析,本项目在设计规划、工程建设及运营维护的全生命周期内,经核算的碳排放当量累计达 84,990.5 吨(以二氧化碳当量计)。基于当前碳减排技术路径及运营模式预测,项目预计在 69 年周期内,通过能源结构优化、能效提升改造、碳汇项目抵消等系统性措施,可逐步实现自身碳排放与碳清除的动态平衡,最终达成碳中和目标。
According to data measurement and analysis, the total calculated carbon emissions equivalent for this project throughout the entire lifecycle of design planning, engineering construction, and operation and maintenance amounts to 84,990.5 tons (measured in carbon dioxide equivalent). Based on the current carbon reduction technology pathways and operational model forecasts, the project is anticipated to progressively attain a dynamic balance between its carbon emissions and removals over a 69-year period. This will be accomplished through the implementation of systematic measures, including the optimization of the energy structure, enhancements in energy efficiency through retrofitting, and the execution of carbon offset initiatives, ultimately achieving the objective of carbon neutrality.

本次宁溪的改造提升,不局限于河道本身,而是与周边城市与居民紧密联系,带动人气汇聚和活力再生的同时,也为周边区域的业态升级及经济发展带来更多契机,让城市公共空间真正回归到每一个人的日常生活。同时,我们也希望通过设计与运营的力量,能让宁溪从根本上重焕生机,华丽蝶变成为文商旅共融之地,成为长春新区新形象的“城市地标”,实现经济、社会和生态效益的多维共赢。
The Ningxi enhancement and renovation project goes beyond the river itself, closely connecting with the surrounding city and residents. While attracting crowds and revitalizing vitality, it also brings more opportunities for business upgrades and economic development in adjacent areas, truly returning urban public space to everyone’s daily life. At the same time, through the power of design and operation, we hope Ningxi can fundamentally rejuvenate, transform magnificently into a cultural, commercial, and tourism integrated place, become a new “urban landmark” for Changchun New Area, and achieve multidimensional win-win outcomes in economy, society, and ecology.
