In Bad Elster in the State of Saxony, the German Environment Agency (Umweltbundesamt) is conducting research into the quality of our water – from potable water from the tap to bathing water in swimming pools. One of its tasks is to continuously develop and improve science-based standards for safe water supply and good water quality. A new building will be constructed for the agency to meet the growing demands of state-of-the-art scientific work. The design conceived by HENN envisages an innovative office and laboratory building that blends into its natural surroundings while inviting the public into the interior.

The site of the new research building is located on the northern edge of town, where the square- shaped new structure is embedded in a forest landscape extending between the Weisse Elster river and green hills. The two-story building’s combined timber and glass envelope makes it blend harmoniously into this environment. Thanks to its low-rise design, the new building leaves existing bat flight paths along the river undisturbed. The clearly delineated façade grid replicates the building’s modular structure, which allows for an efficient interior layout and flexible adaptability of spaces.

From the main entrance on the northern side, an inviting passageway guides visitors and employees to the two-story atrium – the publicly accessible core of the building. Adjacent to the atrium are event spaces designed for education and outreach. Toward the south, the passageway opens to a landscaped area with seating elements that encourage visitors to linger. A plant-based filtration system purifies the building’s greywater, creating a natural swimming area that is part of the visitor experience trail. Paved surfaces are kept to a minimum to preserve the intact ecosystem. The soil underneath the
building is left largely undisturbed thanks to strip foundations with a small footprint.

The ground and first floors are laid out in a similar way, with offices situated on the west side and laboratories on the east side of the atrium. The upper story accommodates the biosafety level S2 and S3 laboratories. The new building encourages exchange among employees by connecting the two areas in a variety of ways through open, naturally flowing pathways. Skylights and large expanses of glass bring daylight into the interior, thus enhancing the sense of well-being. Views of nature can be enjoyed from anywhere in the building. A balcony-like walkway that wraps around the building provides access to the surrounding nature while also acting as sun protection.

The new building is a hybrid timber structure that ensures environmental sustainability, utmost flexibility, and robust load-bearing capacity, which is an unconventional approach to designing a laboratory building. Its façade consists of timber elements and large operable glass windows. The cantilevered roof protects the wooden façade from the elements. The sustainability concept includes not only a fully demountable structural framework and a high proportion of renewable raw materials; it also incorporates water source heat pumps and large-scale photovoltaic systems. These features make the new building conform to the energy-plus standard because it generates more energy than it consumes. The design of the German Environment Agency building in Bad Elster combines a state-of-the-art research and work environment with public participation in a sustainable laboratory building – a pioneering proposal for the future of laboratory construction.
