Town hall and library Ternat

New administrative centre and library Ternat join old and new

The new administrative site structures the plaza around Ternat’s old town hall, while also functioning as a landmark within the town centre. The municipality chose a sustainable design that focuses on energy efficiency.

Old and new

The historical value of the manor ‘De Mot’ is retained. The many additional and extensions of the existing administrative centre will be demolished and replaced by a new building. The two buildings, the manor and the new building, will stand in dialogue with each other. The manor is on the sight line and will be reserved for ceremonial functions and exhibitions. The administrative functions and the library with a reading patio will be housed in the new building. The new building will also provide all the functions that a modern administrative centre requires: service desk functions, offices for municipal services (in the form of individual desks and open workplaces), an alderman’s chamber and a multifunctional council chamber, an entrance zone, a classroom, archive space, technical rooms, etc.

A plaza that invites coming together

The original quality of the front plaza and the stateliness of the manor are brought out by this design. The horizontal ground floor of the new building connects old and new and gives structure to the plaza. The entire ground floor functions as a meeting place and reception space.

The new plaza is shaped like a parallelogram that is divided into two triangles: the westerly part in front of the manor, is given a more ceremonial function, and the other triangle forms the plaza in front of the new administrative centre.

The new building also forms a boundary and transition to the rural area behind it.

A sustainable design

A sophisticated ventilation system, heat pump and optional solar panels mean that this building produces its own energy. The ventilation system works on natural supply with ventilation grates and mechanical extraction. There is otherwise no general active cooling (air conditioning). instead, night cooling is used which leads to lower energy consumption for ventilation. Together with the dynamic sun shades, these technologies guarantee a healthy interior climate.

The design also allows for a 20% expansion of the building according to future needs.

A warm interior

The use of large panes of glass throughout the entire building is in keeping with the philosophy of openness and transparency. The extensive use of wood provides a warm atmosphere. The interior design department at BURO II & ARCHI+I provided the complete interior: from the acoustic design, the fixed and mobile partition walls to the elaboration of the workstations, filing cabinets, library and signage.
