Parque Apulco is an urban regeneration project located in the Lomas Río Medio neighborhood, in the northern area of the city of Veracruz. The project emerges as a public space intervention aimed at dignifying and redefining an environment historically marked by the stigma of insecurity. The result is a fully accessible park, with continuous pathways, integrated ramps, and open plazas that function as gathering points for community activities.

项目基于对场地及其周边社区日常运作的细致解读。在改造之前,这片地块作为一种非正式绿地存在:居民将其视为住宅的延伸,家庭花园、自发的聚会空间以及生产性使用在此共存。Taller Multidisciplinar尊重并延续这一既有特征,将其作为设计的出发点,避免引入与场地脱节的外来模式。

The project is conceived from a careful reading of the site and its existing neighborhood dynamics. Prior to the intervention, the plot functioned as an informal green space: a place used by residents as an extension of their homes, where domestic gardens, spontaneous gathering areas, and productive uses coexisted. Taller Multidisciplinar acknowledges this pre-existing character and takes it as a starting point, avoiding the imposition of a model foreign to the place.

设计有意避免新增运动场地,因为周边区域已具备大规模的体育设施。取而代之的是,一个以共处、漫步与停留为导向的公园空间,能够容纳多种日常活动而不设定严格的功能等级。总体布局直接回应地形条件,以等高线作为组织依据,在无需大规模土方工程的前提下实现无障碍通行。
The proposal deliberately moves away from the incorporation of new sports courts, recognizing that the immediate surroundings already include large-scale facilities. Instead, the design focuses on a park oriented toward coexistence, strolling, and staying, capable of accommodating different everyday activities without rigid hierarchies. The layout responds directly to the site’s topography, using contour lines as guiding elements and allowing accessibility to be resolved without major earthworks.

公园实现了全面的无障碍设计,连续路径、整合坡道与开放广场共同构成社区活动的载体。对现有树木的保留是项目的核心原则之一,不仅因为其生态价值,也因为它们能够降低城市噪音并营造宜人的微气候环境。
It is a fully accessible park, with continuous pathways, integrated ramps, and open plazas that function as gathering points for community activities. The preservation of existing trees was a central premise of the project, not only for their environmental value, but also for their ability to mitigate urban noise and create conditions of climatic comfort.

在建造策略上,项目选用了易于更换、维护成本低的材料,如混凝土铺装与草坪砖,以回应韦拉克鲁斯多雨、易涝的气候条件,并保持地面的渗透性。这些系统有助于维持场地的自然平衡,并确保项目的长期耐久性。
In constructive terms, materials that are easy to replace and require low maintenance were selected, such as concrete pavers and grass pavers, responding to Veracruz’s climatic conditions and the need to preserve soil permeability in the face of recurring rainfall and flooding. These systems help maintain the natural balance of the site and ensure the long-term durability of the project.

如“城市伞”等构筑物承担了双重功能:白天提供遮荫与庇护,夜间则转化为照明装置,散发温暖光线,强化空间的安全感。城市家具的选择则力求与城市其他公共空间保持一致,传达“所有社区都应享有同等设计质量”的理念。
Elements such as urban umbrellas serve a dual function: during the day they provide shade and shelter, while at night they transform into light fixtures that emit a warm glow and reinforce the perception of safety. Urban furniture was selected with the aim of maintaining coherence with other public spaces in the city, conveying the idea that all neighborhoods deserve the same level of quality in their design.

从项目初始阶段起,Apulco公园便重视与社区的对话:邻里花园得以保留,既有使用方式被纳入设计,同时尽量减少施工对居民日常生活的影响。该空间被构想为一个步行可达的邻里公园,服务于日常使用与持续生活。
From its conception, Parque Apulco prioritized dialogue with the community. Neighborhood gardens were respected, existing practices were integrated, and efforts were made to minimize the impact of construction on residents’ daily lives. The space is envisioned as a nearby park, accessible on foot, designed to be experienced and inhabited on an everyday basis.

如今,Apulco公园已成为被邻里积极使用与维护的公共空间。它不仅是一个物理环境的改善,更是一种场地与居民关系的修复——打破恐惧叙事,重申人们对安全、可达且高品质公共空间的权利。
Parque Apulco has established itself as a space actively used and cared for by its neighbors. Beyond its physical dimension, the project represents an act of reconciliation between the territory and its inhabitants, breaking with the narrative of fear and reaffirming the right to safe, accessible, and high-quality public spaces.
